Establishment
The New Zealand Artificial Limb Service (NZALS) was established as the New Zealand Artificial Limb Board on 1 April 1990 pursuant to section 43(1) of the Social Welfare (Transitional Provisions) Act 1990. It inherited the responsibilities of the Artificial Limb Board (which was also known as the New Zealand Artificial Limbs Board), which was formed by the Rehabilitation Board pursuant to section 13 of the Rehabilitation Act 1941 in 1970.
The New Zealand Artificial Limb Board was renamed the New Zealand Artificial Limb Service in 2012.
Functions and Responsibilities
The New Zealand Artificial Limb Service was a Crown entity that was a single national provider of prosthetic limbs services to New Zealand amputees. Its services included the provision, fitting and maintenance of artificial limbs, and rehabilitation support.
The functions of the NZALS were:
- to manufacture, import, export, market, distribute, supply, fit, repair, and maintain artificial limbs and similar devices;
- to provide rehabilitative and other services to persons in connection with artificial limbs and similar devices;
- to carry out research and development in relation to artificial limbs and similar devices; and
- to advise the Minister on matters relating to artificial limbs and similar devices.
Structure
As a Crown entity, the activities of the New Zealand Artificial Limb Service were governed by a board. The board consisted of 6 members who were appointed under section 28(1)(a) of the Crown Entities Act 2004, including:
- 1 member who was appointed by the Minister of Social Development to represent the interests of war amputees (on the nomination of the New Zealand War Amputees Association Incorporated until 2007);
- 1 member who was appointed by the Minister of Social Development on the nomination of the Amputees Federation of New Zealand;
- 1 member who was appointed by the Minister of Social Development on the nomination of the New Zealand Orthopaedic Association;
- 1 member who was appointed by the Minister of Social Development to represent District Health Boards, who was appointed on the nomination of the Minister of Health; and
- 1 member who was appointed by the Minister of Social Development on the nomination of the Board.
The Director-General of Social Welfare was a member of the board from 1990 until 1999.
A Chief Executive was responsible for the Service's operations.
National Office was responsible corporate affairs, which included advice to the Minister of Social Development on matters relating to artificial limbs and similar devices. Limb Centres in Auckland, Hamilton, Wellington, Christchurch, and Dunedin carried out the NZALS's services.

Establishment
The New Zealand Artificial Limb Service (NZALS) was established as the New Zealand Artificial Limb Board on 1 April 1990 pursuant to section 43(1) of the Social Welfare (Transitional Provisions) Act 1990.
