- providing national technical inspection and clearance services for incoming overseas passengers, cargo, vessels, aircraft and mail, and identifying, protecting and controlling any potential biosecurity risks;
- ensuring compliance with import health standards; and
- maintaining capability to respond to exotic diseases and pests, by providing export certification for plants, plant products, forestry, animals and animal product exports, supervision of post-entry quarantine of plants and animals, and control of genetically modified organisms.[2]
On 1 July 2007, two former business groups of the Ministry of Agriculture and Forestry - MAF Quarantine Service and MAF Biosecurity New Zealand - were combined. The MAF Quarantine Service was disestablished and responsibility for the quarantine function was passed to MAF Biosecurity New Zealand.[3]

The MAF Quarantine Service was one of several business units reporting to MAF Operations, which was the service delivery arm of the Ministry of Agriculture and Forestry.[1]
It was responsible for:
- providing national technical inspection and clearance services for incoming overseas passengers, cargo, vessels, aircraft and mail, and identifying, protecting and controlling any potential biosecurity risks;
- ensuring compliance with import health standards; and
