Archives New Zealand has made a national decision to register District Health Boards created under the New Zealand Public Health and Disability Act 2000 as separate agencies.

The disestablishment date of the Hutt Valley District Health Board is based on the commencement date of the Pae Ora (Healthy Futures) Act 2022, 1 July 2022.

The New Zealand Public Health and Disability Act 2000 led to a restructure of the public health sector, which included the merge of the Health Funding Authority with the Ministry of Health. District Health Boards came into effect on 1 January 2001, replacing Crown Health Enterprises and taking over many of the functions of the defunct Health Funding Authority. They functioned as Crown Entities and reported directly to the Minister of Health for funding and the provision of health services.

The Hutt Valley District Valley DHB region covered a total land area of 916 square kilometres and included two cities, Lower Hutt and Upper Hutt. 

The region had 141,400 people, 101,500 lived in Lower Hutt and 39,900 lived in Upper Hutt. Approximately 17% of the people who lived there were Maori and 8% were Pacific peoples. There was also a significant Asian and refugee population.

The Hutt Valley DHB provided secondary and tertiary, medical and surgical hospital services; along-side primary and community based health care. The main facility was Hutt Hospital in Lower Hutt, which had 260 beds.

The Board was responsible for overall governance of the Hutt Valley District Health Board and was accountable to the Minister of Health. There were 11 Board members, six were community elected members and five members appointed by the Minister of Health.

The Hutt Valley District Health Board was disestablished on 1 July 2022 pursuant to Schedule 1, Subpart 4, Section 9 of the Pae Ora (Healthy Futures) Act 2022. The functions and responsibilities of all 20 District Health Boards were transferred to Health New Zealand Te Whatu Ora.
