Collingwood opened as a port of entry in 1858.  Ports of entry were places where it was legal for overseas shipping to report and land cargo.  The port was staffed by a Collector of Customs, who was responsible for the observance and administration of Customs Acts including collecting customs duties. 
Gold had been discovered in the Aorere in late 1856.  People began flooding to the Golden Bay area in 1857, and further gold deposits were found in a number of areas.  By early 1858 close to 2,000 miners were working the Nelson goldfields and Collingwood became the supply town for the gold fields [1].
Customs Department officers were often called to occupy additional government posts such as Sub-Treasurer, Resident Magistrate, Postmaster and Registrar of Births, Deaths and Marriages, as was the case in Collingwood.
In 1866 Collingwood closed as a port of entry for overseas vessels, with other ports opening on the South Island’s West Coast ‘reflecting the fortunes following the gold rushes on the Coast’ [2].
