Establishment

AgriQuality New Zealand Limited was established in November 1998 as a state-owned enterprise, and inherited the responsibilities of quality assurance and agriculture security from MAF Quality Management.

AgriQuality stood as an independent provider of testing and assurance services within New Zealand. Its services covered a comprehensive range of verification, testing, analytical and quality assurance services through the supply chain for food, animal, plant and forest products. The company had 59 locations throughout New Zealand and a seed certification business in Australia in 2002.

Functions and Responsibilities

AgriQuality Limited had the following objectives:

  • to operate a business that provided a commercial return on the capital invested
  • to protect the capital invested by managing all assets and liabilities on a prudent basis

To be a fair, equitable and effective employer, enabling staff to meet the business objectives through:

  • Recruitment practices that were equitable and ensure appointment of the best person for the job
  • Remuneration and rewards that were linked to the achievement of agreed personal and business objectives and which encourage high performance
  • Training and development policies that enable people to have the skills needed for their current roles and the capabilities and desire to grow the business
  • Personnel policies and procedures that identified AgriQuality as a quality employer of choice
  • To be a socially responsible business by having regard to the wider interests of the community and by endeavouring to accommodate and encourage those interests when able to do so, as well as meeting all its statutory obligations. This included recognising the Crown’s Treaty of Waitangi obligations
  • To conduct all its activities in accordance with the Statement of Government Expectations of the State Sector.

Structure

There were four operational divisions that reflected the quality assurance services that are required at each stage of the food and agricultural supply chain. They were:

  • Farm network:  On-farm audit, inspection and disease management services that assured production quality and market access. The farm network division provided a wide range of on-farm services including disease management, quality assurance, animal health testing and environmental monitoring, aimed at enhancing on-farm productivity and production quality.

  • Assurance Services:  Audit, inspection, verification and certification services during processing, manufacturing and distribution that met regulatory and market requirements. The key role of assurance services was to be an independent verifier of the agriculture and food sector’s claims.

  • Lab Network: Product and environment testing services that enabled people to rest assured that food and environmental quality standards were met. The testing ranged from sensitive mass spectrometry tests to detect very low-level chemical contaminants like dioxins, to the identification of foreign substances and food bacteria.

  • Biosecurity:   Surveillance and emergency response services that protected the entire food and agricultural industries and New Zealand from exotic pest and disease incursions.

In addition, there were four business support functions: Human Resources, Information Technology, Finance, and Business Development. The business support functions provided the operational divisions with the dynamic infrastructure and tools that were required for best food safety and biosecurity services.

Disestablishment

On 1 October 2007 AgriQuality New Zealand Limited merged with ASURE New Zealand Limited to form a new state-owned enterprise named AsureQuality Limited.
