Registrars of Joint Stock Companies were set up around New Zealand following the Joint Stock Companies Act of 1860, to register new companies. In Nelson, the amount of work involved in registering companies was small and the Registrar held other positions, such as Registrar of Births, Deaths and Marriages or Resident Magistrate. The Registrar essentially carried out the documentation requirements laid down in the act, such as maintaining a register of new companies and recording any significant changes in their operations, and collecting the registration fee. It seems the Registrars acted relatively autonomously, while reporting to the Colonial Treasurer.
In 1878 the Stamp Department put forward a case to shift control of Joint Stock Companies from the Colonial Treasury to the Stamp Department. This was accepted and regional registrars were disestablished and the Commissioner of Stamps took on the additional title of Registrar of Joint Stock Companies, with the Deputy Commissioners being responsible for the day-to-day registrations in the regions. At this time the Nelson Land Titles Office (which also became part of the Stamp Department) took over the function of Companies Registration from the Nelson Registrar of Joint Stock Companies.
