The Department of Social Welfare, Wairoa District Office  was established in 1972 when the Social Security Department and the Child Welfare Division of the Department of Education merged to create the Department of Social Welfare. The Wairoa office was one of many district offices set up by the head office of the new department, to administer its services in the Wairoa region. 
District and area welfare offices were the main points of service delivery to the public. (Area welfare offices, which offered limited services, were subordinate to the district offices.) The functions of the Department included responsibility for all payments of Social Security benefits and War Pensions; counselling and advice of social services to individuals requiring help with personal problems; the care and welfare of young children and the guidance and supervision of older at-risk children; advice to people wishing to adopt children; placement of children in foster families; and the administration of homes and institutions for children.
The passing of the Children, Young Persons and Their Families Act in 1989 led to the formation of a new unit within the Department of Social Welfare, called the New Zealand Children and Young Persons Service, to administer the Act.  In 1991, Department of Social Welfare district offices were replaced with district or regional Children, Young Persons and Their Families Service Offices, New Zealand Income Support Service Offices, and New Zealand Community Funding Agency Offices.
