[history] => The Child Welfare Division of the Department of Education was created by the Child Welfare Amendment Act 1948, which granted autonomy to the former Child Welfare Branch of the Department of Education. The Blenheim District Office was presumably established at the same time, to provide services in its region.
Child Welfare offices were the major social welfare agencies which dealt with youth in New Zealand. A major portion of its work concerned ‘youth at risk’, who were brought to the attention of the Department when they made an appearance before a Stipendary Magistrate or a Judge in the Children’s Court. These courts were separated from the regular Magistrate’s Court and were looked upon as a court of adjustment, not as a court of judgement. The proceedings were private, unpublished, informal and usually not held in a courtroom. Children up to the age of seventeen were dealt with here for all offences, with the exception of murder or manslaughter.
A child could be brought before the court on a complaint under the Child Welfare Act that he or she was neglected, indigent, ‘delinquent’, not under proper control, or living in a detrimental environment. This complaint was most often brought by a child welfare officer. Alternatively a child would be brought to court if charged with an offence. The parents of the child were required to be present at the proceedings.
The court could either place the child under the supervision of a child welfare officer for a given period of time while the child was living at home, or it could discharge the case with an admonition, and on occasion an order for restitution or a fine. If the court believed that it was in the best interests of the child to be removed from the care of his/her parents, the court would issue a committal order and the legal guardianship of the child would be removed from the parents and placed with the Superintendent of the Child Welfare Division.
Most wards of the state were required to attend ordinary schools and encouraged to continue with post-primary schooling. Children who were considered too emotionally disturbed or ‘delinquent’ to stay in the community were placed in one of the four national training institutions: Kingslea, Kohitere, Hokio Beach School, and Fareham House.
