One of the recommendations of the Royal Commission into the New Zealand Railways Department in 1952 was that Railways required a new type of management structure. The Railways Commission (hereafter the Commission) was established the following year and consisted of a 5 member Board of Directors appointed by the Governor-in-General. Three Directors were officers of the Railways Department and the other two members were appointed from outside the Government sector.
In terms of duties, the Commission was empowered to operate and manage the Railways Department in an efficient manner. The Board of Directors operated between the Minister of Railways and the General Manager of the Department. However the lifespan of the Commission was destined to be short. In 1956, the intention of the incoming Labour Government was to return the Railways to direct ministerial control. On April 1 1957 the Railways Commission was disbanded.
