Establishment
The National Centre for Biosecurity and Infectious Disease (NCBID) was established in August 2005.1 NCBID was a collaboration between AgResearch Limited, MAF Biosecurity New Zealand, the Institute of Environmental Science and Research, and AsureQuality Limited. The Wallaceville Animal Research Centre was absorbed into the NCBID.
Functions and Responsibilities2
NCBID was designed to enhance key national capabilities and services in:

the investigation of new and emerging animal diseases;
-
biosecurity;
-
human diseases such as meningococcal and influenza epidemics;
-
monitoring and responding to new and emerging human and animal health disease threats such as Severe Acute Respiratory Syndrome (SARS) and avian influenza.
The Centre focused on researching and investigating important emerging diseases that threatened humans, known as zoonoses; diseases that transfered from animals to humans (e.g. Bovine spongiform encephalopathy (BSE), avian influenza, and SARS).
Structure
The National Centre for Biosecurity and Infectious Disease was a collaboration between four New Zealand scientific and government agencies, MAF Biosecurity New Zealand (a division of the Ministry of Agriculture and Forestry), Crown Research Institutes AgResearch Limited and the Institute of Environmental Science and Research (ESR) and state-owned enterprise AsureQuality Limited.
The national centre linked on a single site:

the MAF Biosecurity New Zealand Investigation and Diagnostic Centre (previously referred to as MAF's National Centre for Disease Investigation);
-
ESR Science Centre (including the National Influenza Centre and other laboratories);
-
AsureQuality's biosecurity facilities currently at Wallaceville;
-
AgResearch's infectious disease diagnostic team.
The agencies worked collaboratively on specific projects and research related to biosecurity and infectious disease but retained their independence. NCBID was New Zealand's largest concentration of bacteriologists, virologists, and epidemiologists specialising in human and animal health.3
