            [history] => Licensing committees were established under the 1881 Licensing Act. They were responsible for granting liquor licences within their respective licensing districts. The boundaries of licensing districts roughly corresponded with local body boundaries. 

Each committee was headed by a chairman who was a Magistrate. The other committee members were either elected directly by residents, or were appointed by local authorities. 

In 1948 a central Licensing Control Commission was established. However, local licensing committees continued to operate, and the function of granting liquor licences was shared between these two bodies in an ad hoc manner. 

The exact boundaries of the Wellington Licensing District are not known. However, it seems to include central Wellington only. The boundaries may have changed over time, as licensing committees ceased to exist in areas where local prohibition was introduced, or in areas covered by a licensing trust.
