The Government Railways Appeal Board was constituted to hear appeals of Railways Department staff against decisions in regard to promotion, loss of status, or breaches of discipline. Membership of the Board consisted of a Chairman (usually a District Court Judge) and two other representatives, one appointed by the Minister of Railways and the other elected by the members of the Railways Department. There were two Appeal Boards, covering the North and South Islands respectively.
Appellants were required to submit their appeal to the Board no later than 1 month after the decision against them. The Board was expected to hear appeals within 3 months of receipt of appeal. Legislation restricted the right of appeal to permanent employees. It was not until 1948 that the right of appeal was extended to the thousands of non permanent staff employed by the Railways Department.
For decades, advocates for the appellant were restricted to members of the Department. Railways management remained resistant to allowing appellants have any legal representation. As a response the National Union of Railwaymen and the various railway employee associations established advocate training courses. As part of it's wide-ranging reforms the Labour Government introduced major changes to State Sector employment conditions and the Railway Appeals Board was disestablished in 1987.
