The New Zealand Forest Research Institute Limited, trading as Scion, was a Crown Research Institute (CRI) that came into existence in July 1992.  A Science Task Group was established in November 1990 to look at replacing the Department of Scientific and Industrial Research (DSIR), MAF (Ministry of Agriculture and Fisheries) Technology, Forest Research Institute and the Meteorological Service with research based Crown Research Institutes.

The New Zealand Forest Research Institute Limited was made up of all the existing divisions of the Rotorua based site (Forest Research Institute) and all the Forest Management and Productivity staff from the Forest and Wildland Ecosystems division in Christchurch.  Each CRI was given its own company structure, management, and board of directors.

Major research and development areas were:

- Sustainable design: Providing new knowledge and technologies needed to achieve positive economic outcomes, resulting in the lowest environmental footprint and maximising social and cultural outcomes.

- New forests and forest science: Driving innovation through diversification by developing ways to value, capture and enhance the benefits of existing and new forests.

- Bioproduct development: Providing leadership in the delivery of research, science and technology that supports the establishment of new bioprocesses and bioproducts from renewable resources.

Scion also operated the following commercial businesses:
- ATLAS Technology - Software development for forestry supply chain management and logistics
- Veritec - Laboratory testing services for soil, foliage, wastewater and wood
- COHFE - Centre for Human Factors and Ergonomics

The head office was located in Rotorua, with other offices in Christchurch, Wellington and Auckland.
