During 1916 and 1917, a separate Police Department was set up, reporting to the Minister in Charge of Police.  This has been taken as the approximate start date for this agency.  There appears to be no legislation referring to this separation, therefore the dates of this are not clear. 


Prior to 1987, the New Zealand Police comprised sixteen Districts, the Police College and National Headquarters.  

From August 1987 New Zealand was divided into six police regions, plus the Royal NZ Police College and Police National Headquarters.1  The six Regional Commanders were based in Auckland, Rotorua, Palmerston North, Wellington, Christchurch and Dunedin.  There were 29 districts within these regions, decentralising into innumerable stations, community policing centres and community constables.2



Lower Hutt Station was part of the Hutt District , whose operations were administered by Hutt District Headquarters in Upper Hutt.  The Hutt District was one of the four Districts within Region 4, which covered the area up to Kapiti-Mana and down to Nelson/Marlborough. The Regional Commander was based at Wellington. 



On 1 July 1992, the Traffic Safety Service of the Ministry of Transport transferred officers and functions over to the Police and the Traffic Officers and Traffic Districts ceased.  The Police districts were now responsible for delivering traffic services in their areas, including road safety planning and projects. 



The Wellington, Hutt and Kapiti-Mana Police Districts merged in 1997 to form the Wellington District.  The Wellington Police Station became the Wellington District Headquarters and reported directly to the Office of the Police Commissioner. 



In 1998, an independent review of police administration and management structures resulted in significant changes to the organisational structure of the Police.  The four regions were disestablished, the districts were reduced from 16 to 12, and support services were to be delivered by service centres. 


As at 2009, the Lower Hutt Police Station was part of the Wellington District, consisting of a District Headquarters in Wellington and five Areas, each headed by an Inspector.  The Areas were Wellington City, Kapiti Mana, Lower Hutt, Upper Hutt and Wairarapa.3  Lower Hutt Police Station acted as the de facto area headquarters for the Lower Hutt Area.
