The members were persons who were possessed of special knowledge, scientific qualifications, or interest in matters connected with nature conservation. The members were appointed for a term of up to three years. The Council met in Wellington every two months, and also had an executive group to deal with urgent matters between meetings. The Council also has a Secretary and staff to carry out the functions of the Council from day-to-day. 

In 1962, the Nature Conservation Council Act was administered by the Department of Lands and Survey. In 1987, the Nature Conservation Council came under the Department of Conservation by the Conservation Act 1987 No. 65 (sec. 65 (1)), which came in force on 1 April 1987. 

The Conservation Law Reform Act disestablished the Nature Conservation Council, and its important functions were transferred to the New Zealand Conservation Authority in April 1990.
