	The date of establishment of the Department of Labour, Napier Regional Office, is based on the appointment of Luke Dryden Browett as an Inspector of Factories in the North Island under the Factories Act 1894, on 29 April 1896 [p.688, The New Zealand Gazette, 30 April 1896, No.30]. Browett appears to have been based in Napier, and submitted a report for the Napier district for the Department's 1896/1897 annual report. The report was addressed from the Department of Labour, Napier [p.20, Department of Labour (Report of the), H.6, AJHR 1897 Volume III]. Prior to 1896 a member of the local Police was appointed Inspector of Factories, who enforced the Factories Act and provided labour statistics for Head Office.

	The Department of Labour, Napier Regional Office, was opened in April/May 1896 with the appointment of an Inspector of Factories for Napier and Hastings. Prior to this date a member of the local Police carried out the duties of Inspector of Factories, as prescribed under the Factories Act.

	The Office carried out the Department’s responsibilities in the Hawkes Bay region, which included:

	

		Sustainable employment: Helping build the capacity of local communities and assisting them to identify and achieve new opportunities for ongoing employment and community involvement;
	

		Employment Relations: Providing information and support to local employers, employees, unions and workplaces on employment relations matters; helping local employers and employees to improve productivity and resolve employment problems in workplaces; supporting the operation of employment relations legislation and enforcing employment standards locally;
	

		Workplace Health and Safety: Working to reduce work-related death and injury rates, and supporting local employers and employees in productive work; providing information and guidance to workplaces on occupational safety and health issues and managing hazardous substances; enforcing health and safety legislation locally.1
