The list of relevant legislation is by no means complete, but does represent Acts largely or wholly administered by the Police Department.  A more accurate list of acts administered can be gleaned from schedules of acts amended or repealed, especially in the Crimes Act 1961 and the Summary Offences Act 1981.  The Crimes Act 1961 also has an interesting schedule of United Kingdom Enactments ceasing to have effect in New Zealand (although the dates of the "ceasing" are not specified).

In 1896, the Police Force was transferred from the Minister of Defence to the administration of the Minister of Justice. During 1916 and 1917, a separate Police Department was set up, reporting to the Minister in Charge of Police. 
Prior to 1987, the New Zealand Police comprised 16 Districts, the Police College and National Headquarters. Each district was subdivided into geographical units headed by a commissioned officer, or into very small units by a non-commissioned office, each responsible to the District Commander for the operation and conduct of the uniformed police and the civilian support staff. 



As a result of Departmental reorganising, New Zealand was divided into six regions, the Royal NZ Police College, and Police National Headquarters. The six Regional Commanders were based in Auckland, Rotorua, Palmerston North, Wellington, Christchurch and Dunedin. There were 29 districts within these regions, de-centralising into innumerable stations, community policing centres and community constables. Masterton Station was one of 13 units of the Hutt District whose operations were administered by the Hutt District Headquarters in Upper Hutt. The District was one of 4 Districts within Region 4, whose Headquarters was in Wellington.



On 1 July 1992, the Traffic Safety Service of the Ministry of Transport transferred officers and functions over to the Police and the Traffic Officers and Traffic Districts ceased. The Police Districts became responsible for delivering traffic services in their areas, including road safety planning and projects. Around 1995, the number of regions was reduced to five, with the removal of the Dunedin Region. 
In 1997 the further restructuring of the police district management structure resulted in the completion of the reduction from the former six regions and 29 districts, to four regions and 16 districts. 
In 1998, an independent review of police administration and management structures resulted in significant changes to the organisational structure of the Police. The four regions were disestablished, the districts were reduced from 16 to 12, and support services were to be delivered by service centres.
