The starting date for this agency is not clear. It may have been during the period in which Southland was a separate province (1861-1870), or it may have been the proclamation in 1872 of the application of the Municipal Corporations Act. The exact terminology has not been researched: should the agency in fact be the Invercargill Borough Council at some stage? Because the agency is itself peripheral to the project currently being undertaken, it is not practicable to spend any more time on these questions.
