In 1896 the Government Valuation of Land Act allowed for the periodic valuation of all landed properties. A Valuer-General was appointed by the Governor under the Act, and the colony divided into districts, each with a District Valuer and Assessment Court. 

From these district valuation rolls, valuation rolls used by local authorities rating on capital of land value and, in some instances, area, were compiled and supplied. The Valuation Department was directed to prepare, revise and amend the valuation rolls for each district, under the Valuation of Land Act. Certain information was maintained in respect of each separate property. 

Rolls for use by local authorities rating on annual value were supplied where the Valuer-General had accepted appointment as the local authority's valuer. 

Other uses for district valuation rolls were: the levying of land tax; the assessment of Stamp, Estate and Gift Duty; advances or investments on mortgage of land by government departments or under the Trustee Act; fixing the price payable by lessees to the Crown for acquiring the freehold of Crown lands; assisting local authorities with regard to rural housing loans; in assessing rentals and in the sub-division of land; and assisting the Maori Land Courts in estimating the adequacy of consideration on proposed alienations of Maori Land. 

The primary function of the Valuation Department was to estimate and record the value of the owners' estate or interest in all land in New Zealand. Because of the valuing expertise contained in the Department, the wealth of information about property gathered in the course of the performance of the valuing function, the long association with the end uses made of valuations and the continuing study of the factors affecting property values, the Department also performed advisory functions in the fields of valuation methods, economics rating and town planning. 

In 1987, the Valuation Department changed its name to Valuation New Zealand. This arrangement continued until 1998 when the functions of Valuation New Zealand were split between the Office of the Valuer-General and Quotable Value New Zealand Ltd. 

The Office of the Valuer-General became part of Land Information New Zealand (LINZ) and was responsible for setting standards and auditing providers of valuations for rating purposes. 

The Crown Owned Company, Quotable Value New Zealand Ltd, provided contestable valuation services.
