	Michael Kenneth (Mike) Moore was born on 28 January 1949 in Whakatane. Prior to his parliamentary career he was a member of the Auckland Trades Council, aged 17, and in the period from 1965-1972 worked in many capacities, from social worker to freezing worker. He has been a member of a marae committee and a youth welfare group that helped bikie gangs.

	

	Mr Moore entered politics as the Labour MP for Eden, being the youngest ever MP to be elected at that time. He held this position from 1972-1975. From 1978-1984 he was the Labour MP for Papanui, and since 1984 he has been MP for Christchurch North. Mr Moore has held a range of offices at every level of the Labour Party, including that of the first Youth Representative on the Labour Party New Zealand Executive and later Junior Vice President of the Labour Party. His parliamentary positions include:

	

	1980 Shadow Minister for Regional and Small Town and Community Development and the Environment.

	

	1982 Shadow Minister of Housing, Customs; Associate Shadow Minister of Regional Development.

	

	1983 Spokesman for Overseas Trade, Marketing and Tourism.

	

	1984-1990 Minister of Overseas Trade and Marketing.

	

	1984-1987 Minister of Tourism, Sport and Recreation.

	

	1984-1988 Minister in Charge of Publicity.

	

	1988-1990 Minister of External Relations and Trade.

	

	1989-1990 Minister for the America's Cup.

	

	1988-1990 Deputy Minister of Finance (special responsibility to negotiate a compact with trade union movement; resigned portfolio on 9 February 1990).

	

	1990 Minister of Foreign Affairs.

	

	1990 From 4 September - 2 November 1990, Prime Minister and Minister in Charge of New Zealand Security Intelligence Service (retained other portfolios with delegation to associates).

	

	1990-1993 Leader of the Opposition.

	

	1993-1999 Opposition backbencher.

	

	From September to November of 1990 Mr Moore was Prime Minister of New Zealand, following the resignation of the Rt. Hon. Geoffrey Palmer. The National Party was then elected to office in November 1990 under the Rt. Hon. Jim Bolger. Mr Moore served as Leader of the Opposition from 1990 until 1993, when he was deposed by Helen Clark. He has been a member of the Privy Council since 1990.

	

	Other positions held by Mr Moore include Member of the New Zealand Planning Council, 1989-1990 and Chairman of the Cabinet Economic Development and Employment Committee, 1984-1990. He has served on the Foreign Affairs, Commerce and Arms and Disarmament Select Committees, and on the Labour Caucus Committees for Regional Development, Small Towns, Trade and Industry and Works and Housing. As a minister he lead trade missions to Australia, Japan, China, Southeast Asia, the Middle East, Europe, Russia, South America, Sri Lanka, India, Pakistan, Turkey and Central Europe. He is the author of a number of publications, (On Balance 1980, Beyond Today 1981, The Pacific Parliament 1982, The Added Value Economy 1984, Hard Labour 1987, Fighting for New Zealand 1993), including two novels. In 1990 he was awarded the New Zealand 1990 Commemoration Medal.

	

	In 1999 Mr Moore became one of two candidates for the position of Director-General of the World Trade Organisation (WTO). While the initial vote taken by the ruling general council of the WTO found in Mr Moore's favour, this outcome was contested by supporters of Thai Deputy Prime Minister Supachai Panitchpakdi, the second candidate for the position of Director-General. A compromise decision was made by the council in July 1999, splitting the six year term between the two candidates with Mr Moore to serve the first three years from September 1 1999 and Mr Panitchpakdi taking over the post for three years from late 2002.

	

	A press release printed in The Dominion, July 1999, quoted the Foreign Affairs Ministry as saying that the position of Director-General of the World Trade Organisation would be the "...highest elected international office ever held by a New Zealander".
