Letters were to be addressed to the Chairman, Roads Commission, Survey Office, Dunedin. At their first meeting, the Commissioners made a request for clerical assistance.  This suggests that they did indeed keep their own records and therefore offers a confirmation of agency status.  The published Report of the Commission includes minutes and correspondence appended.

The task of the Commission was to enquire into and report on what sorts of roads were the best adapted to the circumstances of the Province of Otago. The Commissioners were John Turnbull Thomson (Chief Surveyor), Frederick Joseph Moss, John Cargill, Arthur John Burns, Thomas Tayler (sic), John Hardy and Mathew Holmes.
