The original Commissioners appointed in December 1863 were James Melville Balfour (Marine Surveyor), William Hunter Reynolds, and Thomas Tayler (sic); but Reynolds resigned and two other Commissioners - John Turnbull Thomson and William Thomson - were appointed in March 1864. Because of these changes in its memberships, it was only in late march 1864 that the Commission was able to begin its work. 

The Commission's report was tabled before the Otago Provincial Council on 17 October 1864. The Commissioners recommended that there was no great urgency for reclamation works at all, and indeed that reclamation in Otago Harbour would have an injurious effect, but that there should be an urgent improvement in the port facilities at Koputai Bay. The original Commissioners appointed in December 1863 were James Melville Balfour (Marine Surveyor), William Hunter Reynolds, and Thomas Tayler (sic); but Reynolds resigned and two other Commissioners - John Turnbull Thomson and William Thomson - were appointed in March 1864.
