The Ministry of Works is listed as a predecessor agency because it serviced the Environmental Council prior to the Commission for the Envirionment taking over that role.
It is difficult to establish ab exact date of dis-establishment for the Commission for the Environment, as this is a preliminary documentation and some of the material needed to complete the research on this agency is not yet available. However, many of the functions and personnel of the Commission were inherited by the Ministry for the Environment when it opened on December 1 1986. This suggests that the Commission may have formally ceased to exist on that date.

[history] => The Commission for the Environment was established in August 1972 by Cabinet order. Its primary function was to serve as an advisory/administrative support for the newly created Minister for the Environment. In broad terms, its objective was to ensure environmental perspectives were taken into account in government planning.
The Commission was originally serviced by the State Services Commission. It had no executive powers and limited administrative independence, but as staff numbers grew its independence became more pronounced. In October 1973 it was able to begin servicing the Environmental Council, an advisory board in existence since 1970 which had formerly been serviced by the Ministry of Works and Development. By 1976 staff levels had reached 29 full time employees.
A major function of the Commission for the Environment was to audit environmental impact records on all major projects of central government and all projects needing government approval and/or funding. In 1977 this aspect of the Commission's work was scaled down as it was considered that too large a proportion of available resources was being expended in this area. In place of full scale reports, the Commission began to submit smaller scale "assessments".
In 1979 the National Development Act, followed by its amendment in 1981, extended the Commission's powers in this area by giving the Commissioner independent standing to appear in environmental impact hearings.
In March 1985 the government convened the "Environment Forum 1985", to assess the government's role in administering the environment. Out of this came the initiative to establish a new ministry with a broader mandate and greater legal powers than the Commission. The Environment Act, passed in December 1986 established the Ministry for the Environment and the Parliamentary Commissioner for the Environment. Between them, these two agencies assumed most of the functions of the Commission, apart from the administration of the Lake Wanaka Preservation Act 1973 which was passed onto the new Department of Conservation. The Commission for the Environment then ceased operations.
