Philip Ralph Burdon was born in Geraldine, Canterbury, in 1939. After graduating as a lawyer in the 1960's, Mr. Burdon undertook post-graduate study at the University of London and in 1967 was a legal adviser to Mobil Oil in Wellington. In 1969 he co-founded a mushroom exporting business (Meadow Mushrooms Limited), and was a member of the Canterbury Manufacturers' Federation. Mr Burdon became a member of the National Party in 1972.1

Mr. Burdon became a Member of Parliament after winning the constituency of Fendalton in the 1981 General Election (held on 28 November). He was sworn in on 11 December.

National Government, 1981-1984

When Mr. Burdon entered Parliament, the National Party remained in Government after the 1981 General Election under the leadership of Prime Minister the Rt. Hon. Sir Robert Muldoon, GCMG, CH, MP (National, Tamaki).

In Opposition, 1984-1990

After the 1984 General Election (held on 14 July) the National Party moved into opposition, with the Labour Party forming the Government under the leadership of Prime Minister the Rt. Hon. David Lange (Labour, Mangere). During this period in opposition, the National Party was led by Sir Robert Muldoon (26 July - 29 November 1984), the Rt. Hon. James (Jim) McLay MP (29 November 1984 - 26 March 1985), and the Hon. James (Jim) Bolger (26 March - 2 November 1990).

	Access to all records is restricted, except with the permission of Hon. Philip Burden or, following his death, with the permission of the Chief Archivist. Hon. Philip Burden will consult with the Chief Archivist before granting access to his records, in order to be provided with any relevant information on official documents, before making a decision.



	Information on access to official/non-official documents follows. Please note that all enquiries to access Hon. Philip Burden's collection should be directed to the Chief Archivist in the first instance, as it is not always apparent if official documents are contained in a given record.



	Note on access to official documents



	The process of consultation has been established in order to meet the recommendations in the Cabinet Manual Chapter 8 and Cabinet Circular CO (05) 9. The Manual and Circular recommend that official documentation should be appropriately restricted, to ensure that conditions of access reflect the sensitivity of the information, and that these conditions of access should mirror the principles and provisions set out in the Official Information Act 1982.



	Requests for access to the records are to follow the checking process for official documents as approved by Cabinet and set out in the Cabinet Manual and Cabinet Circular.



	The final decision as to whether or not access will be granted to official documentation will rest with Hon. Philip Burden. Following his death, the final decision as to whether or not access will be granted to official documentation will rest with the Chief Archivist.



	Note on access to non-official documents



	The checking process does not apply to requests to access non-official documents, such as party political papers or personal correspondence. Please note, however, that all access requests should be initially directed to the Chief Archivist, who will first confirm whether or not a record contains official documents. Following this, granting of public access to non-official documents remains at the discretion of Hon. Philip Burden. Following the death of the depositor, records will be made available by the Chief Archivist as appropriate, depending on the nature of their contents.
