	In 1915, a multiple number subject filing system was introduced for all District Offices of the Department of Lands and Survey. Each District Office was required to adopt this file classification system.



	Lands and Survey's core function of government land administration was covered in most of the major sub-series types. Additional sub-series were created to cover the administrative activities of District Offices.



	As it was the Department’s inaugural ‘classified subject’ filing system, the concept of such was not fully understood and initially all records were consigned to a series 3. The 3/- subseries remained a repository for miscellaneous subjects and housekeeping files throughout the many years that the filing system was used.



	Some variation existed between the District Offices and over time, certain sub-series were discontinued, new ones created, and, in some cases, reused. The sub-series used by the District Offices differed from the multiple number subject file system adopted by Lands and Survey Head Office.

	All general and policy files are open to public access subject to any non-government researcher signing an undertaking not to use or disclose any information of a personal nature that:



	

	1. is less than 40 years old, or

	2. refers to case files which are still restricted.



	All policy and general files are restricted for 50 years.

	All general or policy files transferred by Landcorp Investments Ltd, or its agents, that are less than 40 years old are open to non-government researchers on the proviso that the researcher undertakes, in writing, not to disclose:



	   - information of a personal nature that is less than 40 years old; or

	   - information relating to case files which are restricted (i.e. the case file is less than 40 years old)



	Files are open after 40 years.

	

	All Case Files, General Files and Policy Files transferred by Landcorp Investments Ltd., or its agents, are open to authorised government agencies; currently Land Information New Zealand.

	1. Accession D498 was transferred to the Dunedin Office from Archives Head Office in 2005.



	2. Series holdings dates: Some of the case files documenting the disposal of Crown land contain material created by the government agencies who owned the land prior to its transfer and subsequent disposal by Lands and Survey. These papers, some of which pre-date the establishment of this series, were absorbed (renumbered) into this office's multiple number registered filing system.



	2. A definite series closure date of the series is difficult to establish as Landcorp continued to maintain the Land and Survey District Office file classification system and created additional parts to existing Lands and Survey records. Presumably in the late 1990s LandCorp Farming's adoption of its current record-keeping practices superseded all predecessor file classification systems.
