	This alphanumeric filing system was the main filing system within the State Services Commission from the late 1980s, replacing the earlier multiple number subject (MNS) system. Changes due to the restructuring of the Commission from 1986 had resulted in the old system no longer meeting the organisation's needs. The alphanumeric system was developed gradually in consultation with staff of the various divisions, over a period of about two years between c.1986 and 1988.



	In the new classification scheme the alpha prefix indicated the divisions, while the numeric code represented subjects, depending on the division's requirements. The system was mainly based on divisional structure, but also based on subject.



	The new alphanumeric system was used in parallel with the older system from about 1988 to about 1994.  This was partly because the SSC had become responsible for new and modified functions under the State Sector Act, but it was not immediately clear what all these functions were, and also because of the large backlog of work in some divisions which necessitated continued use of the earlier filing system.  Records in the MNS series continued to be created up to as late as 1994, and a large amount of existing un-filed material dating back to 1972 was filed into the new alphanumeric system.



	A high proportion of the records of the SSC have been transferred to Archives because of the importance of the SSC to the public sector. These records may contribute to an understanding of the SSC's role in the following area:

			SSC's involvement in negotiating with staff of the Health and Education sectors

	

	

		

			SSC's involvement in the control of public sector employment, including development of human resources policies and best practices, setting staff salaries and conditions, and monitoring staff performance

	

	

		

			SSC's involvement in establishing, monitoring and reviewing State Owned Enterprises

	

	

		

			The development of policies, standards and best practices in the management of government held information

	Files containing information about named individuals are restricted for 70 years from date of closure for reasons of personal privacy.



	Files concerning the establishment, monitoring and sale of State Owned Enterprises (SOEs) are restricted for 20 years from date of closure for reasons of commercial sensitivity. This includes all files with the SOE prefix.



	W5636: Files ESG/1/7 part 1 and 2, containing personal inforamtion relating to engagement and payment of consultants, are restricted for 70 years from date of closure.
