The files in this series recorded information on health and safety inspections of businesses in Canterbury and the West Coast. 
It appears that the files are listed by the last occupant of the building at the time of file closure, and they can contain information relating to previous building occupants.
Most files contain a copy of an inspection report or notice, accident or complaint notice. Some also contain correspondence. However, Occupational Safety and Health [OSH] records management instructions required that files be purged of unnecessary material to ensure the most efficient use of storage space, as well as to make accessing relevant and appropriate records easier. Section 5.1 set out 4 criteria which needed to be considered when purging files: 1. Is it economically reasonable to keep? 2. Is there a potential demand for its reuse? 3. Is it legally required to be retained? 4. Is it of historical value?[1].  As a result, most files contain very little information, with the majority holding a single carbon-copy notice or similar.
The file numbering system was generated by a national computer system, which is why there are gaps in the listed sequence of locally transferred records. Further, client information was stored on this same computer system which was not included in this paper-based series. Close dates do not necessarily represent the last date on file, nor the closure of the named business, but the actual date the file was considered non-active by the controlling agency; this was generally a period of several years following the last correspondence between agency and client.
